Lily Behrens is an Associate Attorney at Utrecht, Kleinfeld, Fiori, Clark, Partners. She practices in the areas of federal, state, and local campaign finance and election law, government ethics, tax-exempt organizations, lobbying disclosure compliance, and contract negotiations. She works on a variety of client matters and provides representation to candidates, nonprofits, and other organizations.

Ms. Behrens holds a Bachelor of Science in Business Administration with a specialization in Public Policy from the Catholic University of America and earned her Juris Doctor from the University of Baltimore School of Law in 2025 (cum laude). During law school, she served as President and a founding member of the University’s chapter of the American Constitution Society and worked as a Research Assistant to her Election Law professor. She also worked as a judicial intern to the Hon. Rachel T. McGuckian of the Montgomery County Circuit Court, a legal intern at the Maryland State Board of Elections, and a law clerk at the Office of the Maryland State Prosecutor. Ms. Behrens is admitted to practice law in the State of Maryland.
